How to Import Cars from China to Azerbaijan

Azerbaijan is the most electrified-friendly tax regime on our list, and the reason is arithmetic: excise on a passenger car is charged per cubic centimetre of engine capacity. A battery-electric vehicle has no cubic centimetres. That structure, combined with the customs duty relief Azerbaijan has extended to recent EVs, is why Chinese electric and hybrid stock has taken so much of this market.

It is also reachable overland. The Middle Corridor rail route from China to Baku moves a vehicle in a fraction of the sea transit time — a genuine option here that does not exist for our African destinations.

Azerbaijan revisits both the excise multipliers and the electrified-vehicle exemptions almost every budget cycle — the EV VAT exemption in force during 2026 was granted one year at a time. Confirm the current position with the State Customs Committee or your broker before you commit, because on this market the powertrain choice moves the landed cost more than the vehicle price does. Figures on this page are indicative as of August 2026 and are set by Azerbaijan’s authorities, not by us — your customs broker confirms the exact charge for a specific VIN on the day of entry.

Ten years maximum — plus a safety floor

Azerbaijan bans the import of used vehicles more than ten years old. Beyond the age cut-off, imported cars must carry ABS and at least one airbag, and meet Euro 4 emissions or better.

Age also bites through excise even when a car is inside the limit: vehicles more than seven years old carry a multiplier on the calculated excise, and the multiplier is harsher on diesel than on petrol. A car that is nine years old and legal to import can still be uneconomic to clear.

Current Chinese production clears all three tests without qualification — which is why the practical question here is not whether a model is admissible, but which powertrain minimises the excise.

Why powertrain choice decides the landed cost

Excise on a passenger car is calculated from engine displacement, in steps that escalate sharply as capacity rises — a large-displacement petrol SUV can carry an excise bill larger than the car. A battery-electric vehicle has no displacement, so that entire line disappears.

On top of that, a 2022 Cabinet decision cut the customs duty on electric vehicles built within the previous three years from 15% to zero, and they sit outside the excise regime as well. On the VAT side, the 2026 budget law exempts the import and sale of pure-electric vehicles for one year from 1 January 2026, while extending the hybrid exemption — for units up to 2,500 cm³ and no more than three years old — by a further four years.

The one-year framing on the EV exemption matters commercially: it is renewed budget by budget, not granted permanently. We quote a BEV, a qualifying hybrid and a petrol option side by side so you can see the current gap yourself rather than relying on last year's rule.

    Deposit & inspection

    Standard terms are a 30% T/T deposit with the 70% balance against the Bill of Lading. Before shipment you receive the VIN, a photo and video condition report, and — for EV and plug-in hybrid units — a battery state-of-health check.

    Rail container on the Middle Corridor, or sea container to the Black Sea with onward road haulage out of Xi'an, Chengdu or Lianyungang for rail; Shanghai or Ningbo for sea, then roughly 18–28 days by rail, or 35–45 days by sea plus the road leg to Baku (by rail, or via Poti/Batumi and road). Container-loading photos and the container number go to you before the vessel sails, followed by the Commercial Invoice, Packing List, Bill of Lading and Certificate of Origin.

    Your Azerbaijani customs broker clears the unit (customs duty, excise, VAT and road tax) and registers it. We supply whatever document set the clearance needs — including the emissions and safety-equipment documentation Azerbaijani customs asks for — and reissue anything customs queries.

Routing to Baku (by rail, or via Poti/Batumi and road)

Rail is the differentiator on this route: the Middle Corridor runs China–Kazakhstan–Caspian–Baku and cuts weeks off the sea alternative, which matters when a model is selling and you need the second batch quickly. Sea to Poti or Batumi with a road leg to Baku is usually the cheaper option on larger volumes. We price both against your order size.

Frequently asked questions

Can I import a car older than 10 years into Azerbaijan?

No. Azerbaijan prohibits the import of used vehicles more than ten years old. Imported cars must also have ABS and at least one airbag and meet Euro 4 emissions or better. Separately, vehicles over seven years old carry a multiplier on the excise calculation, higher for diesel than petrol, so cars near the limit are often uneconomic even when they are legal.

Why are electric cars so much cheaper to import into Azerbaijan?

Are Chinese cars compliant with Azerbaijani requirements?

Yes. Current Chinese production is left-hand drive, meets Euro 4 and above, and carries ABS and multiple airbags as standard, so it clears the admissibility tests without modification. The real decision is powertrain, because that is what sets the excise.
